| On the problem of underemployment
in Tibet
by Andreas Gruschke . Unemployment as a means of political pressure or an indication of a traditional society in transition? It is regularly written that unemployment is one of Tibet’s major problems in communist China. Furthermore it is postulated this unemployment be intentionally used by the Chinese government to exclude those Tibetans opposing the system from working opportunities. The problem of unand underemployment which has certainly become serious within the Tibetan society are, however, of a more complex nature. Traditional society having been almost entirely agrarian and pastoral, with few nonrural businesses, the growing population on the roof of the world meets the same social and economical problems as do other traditional societies which find themselves increasingly interwoven with a globalized world. But this also offers new chances which are both welcomed by young Tibetans and needed to solve the formerly unknown challenges to the Tibetan society. With a population that has, within four decades, more than doubled and a natural environment that can neither be extended nor its use further intensified, the Tibetans need to find new kinds of employment. With this aim, the land and its mineral resources are prospected, new industries and commercial sectors introduced and the infrastructure improved. Due to the wide gap in economical development between Tibet and China’s east, Tibetans find it difficult to take the new opportunities. An inadequate education system, lack of investment funds and structural problems within the Chinese state place them at disadvantage. As such, the problems of unand underemployment can primarily be seen as rooted in both demographic and socioeconomical factors of a society in transition. This is, on the other hand, not appraised well enough by the Chinese government of which the legitimation is fundamentally questioned and which therefore adds political aspects to the existing Tibetan issues.
